As far as vtubers go the closest I can think of right now might be lemonleaf and vividly.

Aside from that you'd have to look for audio RP, which isn't exactly the same thing as ASMR but is sort of in the same group.

If you want more of the ear-licking stuff you might have more luck finding some russian ASMR channels, which do a bit of broken english in between.
