It's unironically the IQ difference. Poorer countries with worse nutrition, fewer environmental protections (e.g., inadequate water treatment), pollution, etc causes developmental problems. Lower intelligence means an inability to adequately model other people, draw inferences, or understand how systems works (think of retards posting comments on PornHub as if the girl in the video is personally reading them).
While there are 1.4 billion English speakers worldwide, there are only 360 million native speakers. The average English comment is written by an ESL, probably from a third world country, who has the intelligence of an American grade schooler. (There are exceptions, of course, and I've interacted with many SEA anons who pass as first worlders. These are simply averages.) Meanwhile, there are about 120 million native Japanese speakers and 6 million who speak Japanese as a second language, so the average Japanese comment is written by someone who grew up in a first world country, in a safe environment, interacting with well-adjusted human beings. They have schizos, sure, but they're notable because they're genuinely mentally ill.
The problem with many in the SEA community is they lack the introspection to realize they're doing something wrong, i.e., their brains are literally incapable of empathizing to the same extent. It's not "just" mentally ill schizos, it's their default state of being, so entire communities build up and reinforce themselves. There's a reason the biggest SEA antis are other SEA people.
