This is only one of the factors used to decide placement. Usually other factors take precedent, like geographic preferences, thematic sensibility, or chuuba generation.
Sakuran is also very difficult to move, so at this point it wouldn't be worth moving Sakuran to a place that's less thematic just to better fit thread overlap.
