She genuinely thought she would have to PAY to stream using Hololive software. That's how organic and disorganized Cover started when they started Gen 1.
They didn't have a clue then other than "let the girls do their thing" and they don't have a clue now, that's their biggest handicap but also the reason for their success. For instance, Fubuki single handedly created the powerhouse that "Hololive Gamers" is out of arcade buddies and old friends, Cover whole input (other than providing the tech) was giving an OK.

About Haachama and HoloEN: anyone that ever dealt with Japanese corps foreign ventures know exactly how their playbook goes:
