Niji has pulled out enough rope to hang themselves 20 times over with this statement.
Several rrats are flying, and after I saw a certain post, some of the stuff in the statement connected in my head with several other events, so I'm gonna give you guys my rrat.

We already know that the dragoons felt like Selen was being targeted for harassment.
Across several instances like the art contest and her tournaments, she's made niji look extremely incompetent - just by doing all that stuff flawlessly without their help, or pointing out when it was she herself doing things without management help or assistance.
They "warned" her for talking about them negatively like that in May 2023, that was right after the Art Contest where she explicitly specified that management wasn't giving the prize money and she was putting it up herself.
And she's been one foot out the door ever since then. Posting stuff like "last chance to get pred in niji", "missed voicepack deadline by 1 day", her not being there in the Sanrio collab in October 2023 etc. etc.

Now imagine you're in the management's shoes.
This girl has been making your sorry ass look bad for the past year. The company reputation in general is going down the drain after several bad PR moves over the past year like the AR Live, Zaion, talents moving to VShojo etc.
The aforementioned girl has been trying to do a Cover for the Last Cup of Coffee for the longest time, and you've been putting her off saying they need permission various random people (like the fucking producer of the song) just to delay its release.
She finally has it. You still try to dilly and dally but it just looks like you're making excuses now. She has cleared all the perms, no one's gonna strike the song, there's no more reasons not to put it out.. or so she says with that fucking smug look on her face...
You REALLLY don't want to give her that "win".
What do?

Oh wait... there's an ACTIVITY RULE that you need permission from every liver if you're going to use their content.
You don't really enforce it with most content unless one of the livers has a complaint (you generally prefer to have the livers talk it out between themselves so that you have less work to do).

You remember that you already used this to shit on Zaion for promoting Maria's cover without her "permission" (other livers obviously told her otherwise, since you never enforce the rule normally - on them anyway lololol).
Now you just need someone like Maria who won't speak out..

You take down the Cover, and tell Selen that she needs written permission from Petra according to your "ACTIVITY RULES" in order to feature her in the Cover.
And you "suggest" to Petra that she should not talk with Selen for a couple of days until they can "sort out some issues" with her.
And voila! Selen broke our copyright rules, told fans to upload the Cover and did so many other things damaging our reputation!
Time to kick her to the curb! HAHAHAHA!

Remember that this almost happened to Pomu as well. She had some "last minute" issues come up with her original MV.
Either she managed to talk to the liver(s) involved and fixed the issue, or she had to remove one or more livers from her MV.

I'm guessing not even half the stuff she wanted to be there made it in the end. But she just wanted it to be over and done with.

It also makes it perfectly clear why Selen thought management wouldn't let her release the Cover at all after they told her about this and she couldn't reach Petra.
They could keep putting hurdles in front of her infinitely, forcing her to continuously remove livers from the MV or talk to them and get written permissions one by one - at risk of some of THEM now being targeted if they violate the management mandate to shut her out.

This is why that management wording is perfectly fucking accurate - according to their slimy ass POV anyhow.
She "violated the rules" because most of them don't exist to be enforced unless management needs to shit on someone. Just like laws in China.
