Okay, I'm prefacing this by saying it's a really fucking crazy idea, but her me out:
Would it be possible for the red and yellow areas in picrel to just swap? It's 9 to 9 nations, though area doesn't quite match up, mountains fir /rrat/ can either come with them or new ones are created, we threaten climate anon at gunpoint to touch up the analysis, the island stays in the east, council is closer, /rrat/ can even border stars for that hot Roberu action (don't know if you actually have any overlap), most JPs are closer, most ENs and IDs are closer, everyone is (relatively) happier.
It's obviously a lot of work and would require possible terraforming, so I expect objections, but it's just a suggestion.
