We used ikioi-ranking as a base back then, and piyo to double check Youtube.
ikioi always tracked Twitch, but only for "JP" streamers, Nimu on 1-2 occasions was added manually.
We used to add missing vtubers to the tally a lot, before the age of botting. Also, tally anon got sick of some meme edits.

Youtube is bad at culling CCV bots idiot. They cull VODs instead since that's what they pay people based on VOD number, not CCV. There's no point in botting CCV unless you want to prove that it can be easily botted like pic related.
