That's fair, especially since Mori's mentioned a general kill-on-sight policy for anything undead/immortal in general - so her running into Kiara so much is probably intentional on the part of at least one of them.
The Touhoufag in me wants to say that she has a similar workload to that setting's shinigami. For most humans, she's largely just a psychopomp who arrives at the end of their natural lifespan like in the voicepack, but any being that challenges this fate, whether through brute-force invulnerability like Kiara/Watame, supernatural intervention like Holodeath and BOOGEYVOXX, or through clever bullshit like Ame, would become an outright adversary requiring a reaper to directly cause their death to minimize fraying timelines.
