All she proved is that she owns two (2) silver play buttons, at least one of which is from her PL channel. We have no way of knowing if the second one is from her Niji channel or if she just bought a spare from YouTube. Unless some other Nijisanji organ shows proof of having a play button in their house (specifically, someone who DOESN'T already have a personal channel with 100k+ subs), there's no reason to believe Niji's policies have changed.
