on race cars the wheels are usually angled out a bit because this gives better grip in the corners, but it's usually only maybe 1-2 degrees, this pic is already an extreme case for functional camber
I think basically this type of modification is taking features from actual race cars and exaggerating it for aesthetic reasons, although at a certain point it takes on a life of its own
