We were given an answer, so let's accept that. Bea is Bea, and if you want to know who that is, check the VN. It's made very clear.

I also wonder if the 46 bears were different personalities she considered like just being a low effort streamer. They weren't the real Bea even if they had all Bea's memories and knew all the interactions Bea had with Dads. Chihiro deciding to reject that and keep the real one as the only one makes perfect sense.
