It's a 24 circuit 208 volt power distributor (or distro), you plug your feeder cables from the wall into the bottom where all the colored plugs are and then the 19 pin connectors in the middle go to socapex cables that carry 6 hots, 6 neutrals, 6 grounds and an alignment pin which are commonly terminated with edison (household plug) fanouts, powercon fanouts, or true1 fanouts. They're widely used to power audio visual equipment.
