It's a lottery, the first round happened just a few days ago, so you need to win the lottery first if you want to go to Expo/Fes.
Keep in mind that each day of Expo and Fes is a separate ticket so it's extremely unlikely for someone to be able to participate in every single event.
Also you don't have to pay just to participate in the lottery, you can apply and pay only if you end up winning. (That's what I did) They'll then give you around a week to purchase them after winning in that case.
