The only thing I'm sure of is Oozora is way-way last; I'm torn between Usada and Akukin really as I like both Aqua and Pekora.

Since Aqua is kind of the underdog and got beaten to the punch on many of the most-useful server features like TTT and the iron farm, I'm rooting for her to figure out something useful that Pekora didn't do already. The potion shop is in theory very useful but it's more like most Holos can't be assed to learn how to use it vs the trading center (another super-useful Usada project) is more self-evident.

Also Haachama Constructions is a thing, even though it's just-her. Nevertheless it is very very visible, responsible for much of the visible art on the server with many big pixel works, the ferris wheel, the big touring death-coaster and the under-construction tower of babel.

So you can say:
>Haachama is all about architecture itself rather than functionality, has tried a bit of functionality wizardry but failed so far
>Akukin is usually functionality, but does have a flair for visual sometimes like the Halloween ride, the guardian farm is a pretty place to hang out in etc
>Usada is almost exclusively about functionality minus their office HQ - the iron farm is nothing pretty at all to look at, neither is TTT. The map logo and The Sorrow are some of the few things that come to mind for a project not intended to serve some essential function
>Oozora is generally architecture alone so far, and has made some tiny attempts at functionality but hasn't really made inroads besides a coal generator which is about as "ok whatever" as Aqua's cobblestone generator
