depends on what you mean. if you're talking about her current design then... I'm not sure? you could argue that her outfit is pushing up her tits so they look fuller, unlike Momote's design which seems to just have them loose under the dress
she has drawn Silver in her upcoming/current design before (picrel) and while there is some visible sag, there also definitely is some pushing up happening in her cleavage. Granted, as I'm sure has already been mentioned here multiple times before, Momote prefers drawing saggy tits over shit that look like bolt-ons and I really love her for that
