I'm going to say some floating cloud which acts a portal to another level of the Underworld.
Mori's various descriptions and the depictions across different things make it seem both huge and diverse. So any explanation works.

I like the colors here. It doesn't feel like Hell like the way some of the scenes in the Christmas series did (Those reminded me of DOOM.) Extremely arid and unchanging. Maybe that is what Death-Sensei prefers.
The area shown in Red looks more beautiful and calm, a perfect place for Mori to hangout. To contemplate and relax. Watching what appears to be some kind of portal. Perhaps one to the Overworld.
