how you define who is a "better" singer is usually pretty nebulous. You could condense it to how good their technique is but most people would agree that that's not all there is to be a good singer. Like there are plenty of popular singers who have become popular not because of their technique but because of their charisma, deliver, unique tone/style, etc...
Like another anon said, most vtubers aren't actually good singers, not because they're not technically competent, but because most people wouldn't actually listen to them if they weren't vtubers.
