I don't think I've ever really been too impressed by an artist lora I found on civitai, though in theory I don't see why there's no reason they can't be good. Artist loras just suffer way more from being overcooked than other types in my experience because if you turn down the weight it stops looking ugly but often stops looking like the artist either.
On the flip side, I'm not really as bothered by overcooked character or especially concept loras. Like sure whatever you have to set it to 0.5 all the time but generally once you do that it looks mostly fine
