My eco-terrorists are going to have to be completely reformatted since the aggressive stance I was going to have them take doesn't make sense on a global scale. I've had to scrap most of my lore on them. I think I'm going to have them be a nation full of spies diplomats instead, with a focus on soft power. I'll probably have an extremist faction break off to become actual terrorists though, because that potentially sounds like fun.
