The key to Silver is that you need to determine whether you want to compete on speed or hand value. Open hands are usually worth little, especially in Silver rooms, 1000-2000, relying on cheap wins. A mangan or haneman tsumo usually blows them completely out of the water, even if it has a low chance of success due to over-calling by other players.
When you get a hand, identify if it could be a heavy hitter hand that would shut up nyaggers for good, or if you should play it quick and compete in speed.
Basically, a hand that has 10% to be completed worth 12000 points is worth more than a hand that has a 25% chance of being competed worth 1000 points.

I'll tell it to everyone, too - there are some people in here who are closer to an intermediate level here, and Mahjong, while it has an element of randomness, is also skill-based.
