This isn't true. The show actually averaged 12.5% viewer ratings which put it in the top 10 shows at the time (pic related). It was re-aired 5 times, last in 2016, and had two DVD releases. It also just makes no sense for a studio to license a show that did terribly in Japan even if they did want to go wild with it originally since an anime that was bad in Japan wouldn't have good chances of doing well in America, either.
They just didn't want to admit they licensed whatever anime they could get their hands on and made it sell however they wanted. It doesn't stop the dub from being funny of course but "it was shit and did poorly" is a bold-faced lie.
