like the previous generations. Cover wants another Gen 3 that gets big. Chloe's fang/eyes/hair are a dead ringer for Ayame. Someone at cover obviously saw that Ayame gets the numbers, but Cover can't get her to stream, so they made a second Ayame that is willing to stream. A numberfag loli like La+. A hag with huge hips like Lui. Koyori is kind of a cute ditz and then a good ole' Japanese character like Iroha who happens to share that in common with Miko and Ayame (and, therefore, hoping she blows up like they did).

I mean all of them openly say "herro kaigai nikki" like they desperately want some of that foreign SC too. The whole thing is very obviously Cover looking at what works and what doesn't and creating a refined process rather than scattering seeds and hoping they grow. They don't want any more like Aloe that burn out immediately for outside reasons.
