My method to making Fallout 4 less boring without Power Armor was making a character who looked like Sterling Archer, then beelining the Railroad to get Ballistic Weave which can add like 100 DR to a grey dress suit, plus whatever they call the silenced Walther PPK in FO4. Then I betray those cucks and go around profiteering as a self-centered and sarcastic asshole.
The Brotherhood of Steel is still the best faction though, but that isn't really a high bar.
