It is unironically a far better choice to introduce mascot characters AFTER a fanbase and a chuuba have settled into their positions and comfortable routines, than to introduce them at launch.
Sometimes, you get a hit at launch, like Friend and Mumei. Works perfectly, the girls and the fans are good with it, integration is fine.
Sometimes, you absolutely fucking drop the ball with it. Gura got introduced with Bloop, it didn't end up integrating well at all and now he's just kind of a thing that exists every once in a while.
Here's a tally of "Intro Mascots" that worked well and failed:
WORKED WELL
>Bubba
>Takodachi
>Friend
EDGE CASES:
>Kotori(they didn't fail and still get used semi-often but they clearly got replaced long-term by chickens)
>Mori's shinigami placeholder(same as Kotori but with skeletons)
>Mr. Squeaks(only because he's basically the Remy to Bae's Linguini, forgotten otherwise)
DIDN'T WORK WELL:
>Bloop
>Yatagarasu
Three worked, two failed, and three arguably failed but definitely didn't succeed and were either replaced or ignored. Meanwhile, mascots that get introduced after (Shrimp, Alligators, the Bandana Skeletons, the fat Chickens, Boros, possibly Nemu) have seen far more long-term success, because they're built with an understanding of what vibes with the audience and chuuba in mind.
It's just sound business strategy to do it this way, I think. I would hope for them to continue on with this in the future, even though they probably won't be making many more Hololive generations for a good year or two with how things are these days, and them seemingly hitting a limit on expansion outside of possible EU/ES branches.
