As far as just animals, its mostly the average kind of critters you'd find in Earth's forests. As you go deeper into the woods though and get closer to Fauna's Cradle the animals would start looking bigger, and there would be mutations due to saplification, even so far as to see wings or extra limbs on some otherwise "normal" animals.
Creature wise though, there are the metamorphized saplings, which you can read a little about in our lore doc. Essentially Treants, Dryads, etc.

Nation-wide concerns would wait until the yearly council

That being said, anything involving "terraforming" or issues that directly impact a forest or its ecosystem, would be considered nation-wide events, even if the area being affected is localized to a single tribe's "area" or forest.

Initially though, saplings, by nature, would be more than willing to help other creatures, specially other fellow forest dwellers.
