I wouldn't recommend it if you've never streamed a day in your life before. Streaming is a lot harder than it looks, and it's definitely not for everyone. At the very least, get a few weeks or months of streams in and then rewatch your VODs to analyze your skills. Be very honest with yourself, and get second opinions. If you're satisfied that maybe you have the potential to make a real hobby out of it, that's when you drop the money for a model. No sense in getting those nice assets and then realizing that you hate streaming, or don't want to put in the work to get some returns from it.
But fuck, if you're okay with that, then I guess there's no harm? Maybe you could get the rights to resell it from the artist so it isn't a complete financial loss.

Some personalities handle it better than others. If you mean inter-agency jealousy, there isn't too much of that. Every small agency has one girl that's crushing the rest. Eventually those gains will trickle down to the agency as a whole. The more reputable the agency looks, the more opportunities everyone gets. And you also have that great resource right there to help you figure out how to improve your content and grow your audience. That's the biggest draw of these small agencies right now, and some do it way better than others.

I can think of three agencies that already don't have a problem with adopting existing VTuber characters. It depends on a lot of factors, but if you're joining a reputable agency and don't have a big audience already, you're probably better off rebranding. Who owns the character is only an issue if you think you're going to leave the agency but still want to stream. I would get why you'd want that insurance in case you're signing with an unknown and untested agency that might fuck with you, but the established small agencies have proven themselves pretty trustworthy. Just READ THE CONTRACT FIRST to make sure you aren't getting screwed
