Here it is. This tier list aims to be an accurate and comprehensive (to the best of my knowledge) lore power level ranking, judging each member as objectively as possible, basing entirely on feats and official statements. Headcanon, fanon and speculations not based on canon NijiEN facts are excluded. Within the tier, power level are ordered in descending order (i.e. left is stronger than right).

A lot of people, even NijiEN fans, don't know this, but Finana isn't just a mermaid nor a fish; she's at least semi-divine - https://youtu.be/3JAXcwDydNI?t=669.. Her father is a dragon sea god, meaning she's at least half-dragon and a demigod at that.
And according to some people she can supposedly cause tsunamis? I personally don't know any concrete evidence that explicitly states this but she should still be pretty powerful given her heritage.

See >>32352124. Selen actually has the feat of destroying a town and castle - https://www.youtube.com/watch?v=jL04fwhBuaE, so Elira should be around that level at least. Other than that, Elira has absolutely nothing proper that can be used to powerscale so she doesn't go any higher.

>Nina
See the bottom half of >>32408532. Again, no feats but she was once a minor god so she's presumably around Elira's level, who is also from heaven.

>Shu
Contrary to what some people think, Shu doesn't have the power of god or anything like that. You can argue that he was saved by god or whatever in his debut lore video but it doesn't mean he is as powerful or has those powers. He can use curse magic though so there's that.

>Vox
>Fulgur
Vox's only power is that he can maybe enchant a few hundred people, and that he has decent sword-based combat ability. In his debut lore, Vox lost to an army of ordinary human samurais - https://youtu.be/nqMp1vooavM?t=425, and Fulgur has stated (as Legatus, who iinm is later revealed to be a real split personality of his) that he can easily defeat multiple Voxs - https://youtu.be/WJI7t6MFWUI?t=757, https://youtu.be/6vN5OQ9SZdc?t=450

>Scarle
She is an enchantress, so she probably has some magical powers or access to magical items. Problem is she has no feats nor did she talk about or showcased her powers, so she goes to the bottom of the Empowered tier.

>Aia

But other than that, she doesn't appear to have any other powers or feats, nor do we know the average power level of angels in NijiEN - they could be not much different from humans for all we know.
