Self harm, suicide, non consensual sex, gore (and even vore) are sensitive subjects in general, and in particular for the Japanese.

Add to that the fact Haachama gives zero fucks and was actually "suicidal" (not the roommate, the character Haachama/Haato, more than willing to cross the line and have her channel banned) and Cover finally had to step in

That suspension was more similar to "protective custody" than anything, designed to take the heat off of her back. It worked for her, not so much for Coco which was already a target

They didn't, the rules were the same that got Asacoco in trouble: depictions of self harm (for the most part) and suicide.

It is one of the things I consider pretty much the peak of unbridled creativity by her audience, and peak of courage by herself as an artist in this medium by risking it all to show it uncensored and unfiltered (while voicing it and giving it live through her "lore") but I 100% understand why they put the foot down and stopped her before she went much farther than she already did.
