Where did you get that lora? I can't find it on civitai. From the preview it looks SD1.5ish though, so if that's the case that explains why it's not compatible with Noob, as they are based on different architectures.
For NoobAI look for loras under SDXL 1.0 that have Illustrious or Noob in the name. Apparently Pony Loras also work for it, which is the horse icon on civitai, but I haven't tested that myself.
Though noob knows okayu on its own so you don't need a lora in that case.

Models have become more flexible regarding resolution, but as a SDXL model NoobAi will work best at 1Mpixel resolutions, e.g. 1024x1024
