They're a lot less competent than some would give them credit for but they're also not completely incompetent. They've been able to deal with bad enjous and come out on the other side, but at the same time I agree they completely fucked the Meiro-Roa incident beyond belief. I don't want to speculate on what they did or did not do though since it's not like I have proof that they did exaggerate things. I know that Lulu took forced breaks and they said it was to deal with the stalkers. I don't if the methods they took were effective and they just had repeated issues or if it was ineffective.
