I don't think the diplomatic relations between the three after the Phase War (i.e. ~1130 VTE) would be that of an alliance. Months before when I suggested /vrt/ and /who/ should have some sort of defensive pact is because it's one of the biggest trade partner for the Republic, and they wish to leverage this relationship to a more strategic one in order to further established the foundation in the region so there won't be any trade disruptions as the Republic slowly becoming more and more reliant on export to grow its economy. The Phase War would make it even more urgent because there's a need to both reduce the friction between /vrt and Hoshiyomi, a partner and long term ally and to also hedge against possible increasing /2434/ influence in the area. The Phase War is also a pretty big scaled war, probably comparable to the Seven Years War, which is enough reason to alarm the Republic's intellectuals and officials to get off their butts and prevent another one from happening again. And by being the bridge and mutual link it hopes to make war between the two and in the region less likely to happen.
It would be more like a defensive alliance between the three linked by defensive pacts horizontally, and non-aggression pacts between all parties(signed and happening over the decades). The intention is to ease conflict and build better relations but Hoshiyomi is free to keep a healthy distance from /vrt/.

You might be misunderstanding the timeline a bit. In around Mid to Late May I wrote about the steamships in a story and it's been left there pretty much ever since without me developing them in the form of archived lore/story. In its original form it never had any involvement from Hosiyomi not least because it's way before you joined after the original Hoshi rep left. I raised that proposal because someone suggested it and I thought it'd be neat. However the rep does not agree and I don't see much reason to push for it. Realistically the project might have some Hoshiyomi involvement from a ship designer being hired for the project, which I think the rep suggested. But it really depends on how much control you have over your people. It's not uncommon for expatriates and such to join other armed forces over being commissioned for their skills. It's the hiring of an individual and not enlisting the help of an ally. But I personally don't think that is strictly necessary because just from passive sharing of knowledge prior to everything the Republic likely has the capacity to do it themselves too. But the fact that civilians and uh foreigners knows about it(from that one story 3beat wrote that afaik was never archived) yeah it conflicts with what the rep said as it being a secret. But there are other ways to explain why the MS did not consider steamships, like tradition and leadership preferences. They could be hostile to anything that's considered revolutionary as their culture makes them bet against it, and the leadership, say a faction of powerful admirals simply being opposed to change is an explanation too.

I won't comment on that since I have minimal involvement in that and I can hardly remember much about the debacle that accompanied it both in universe and here.

Err... Well the state itself does not have a big merchant fleet, however, the many civilian companies within it (probbaly) do. And the most major source of them would be Hoshiyomia. I still need to read more about it but just by having its own merchant fleet I don't see it as screwing over Hoshiyomia. However I do plan on the Republic being solely reliant on the principality during it's Founding War.

Like the rep said, it's because we have yet to write anything concrete on it since we have been busy, having writers block or are too focused on our own internal lore. I'm sorry for it. But the basis for the alliance would be that aside from the facilities the MS can utilize, the Republic is a reliable terrestrial power that can back the Principality when a war breaks out where the Principality is attacked.
