So if I get this right
Factions have to decide for a picture of the bush or lack-there of beforehand.
But there is still a poll after the win (??), which makes the picture irrelevant?
What the poll is supposed to be since the picture was submitted and it's not some binary choice that can be voted on.
There are a few more issues with those rules but this part really doesn't seem to make sense.
