There is no sunken cost fallacy, Elira is not a bad person. If anything it suggest (suggests!) that management's incompetence and Riku's cheap ass lead to a situation where Elira had to deal with stuff that she shouldn't have had to deal with and which weren't her job. If enough of the worst possible information comes out to be true, I am willing to concede she took duties she never should have, which lead to outcomes she never intended to.
