Honestly I think that's preferable.
A big gen has people spread around and doesn't give anyone enough attention.
Leave that to bigger corpos.
A 3 member debut worked out well for NijiEN when they debuted.
It also gives fishman more time to poach better girls in the future without bloating the cast too much.
