I think 1800's is good but I also think that most of the tech limit is determined by the current date which is kinda moving about all the time. I'd be fine with getting to stuff like steams and trains soon but I also think the amount of loreless nations takes precedence over tech date. A "Nail in the Cereal" type deal might be better to attach since it matches much of what we've had as a precedence, advancement into a new field costs something negative after some time. A determined military man would probably keep at it but I could see major investors deciding that it's too much, especially if one of those subs was filled with chuubanite and now you need to deal with an infestation of chuubanite enhanced giant crabs with bullet proof calciphied shells.
