There are people that fetishize the age or want to push the boundries in order to separate them from the common masses even as things become more normalized, staying edgy and rebellious. Those sorts are the type b and are the relatively radical "loli is an age" viewpoint where a lolibaba is unacceptable which is historically an unusual position to take.
There are those that prefer a specific look and don't care about how old or young they are as long as they meet that standard. These may not like toddlercon because the look of the character is too divergent but might still enjoy lolibabas because it still has the right appearance that is to their prefrence. That's your type A.
But there are some that are indirect lolicons where the lolicon is not their primary preference but if it is present and not overwhelming they will not object. People with a prefer for Imouto Moe for example will often put up with varying levels of lolicon as well since to exclude lolis entirely would remove far too much material featuring little sisters.
