so basically fortuna and bloopa are split personalities given form, fortuna appeared early during her vroid days and bloopa started out as fanart but was given a model starting from the first live2d, i wasn't around back then but i assume it's because koopa had an edgy phase and wanted to give it form. when she debuted the sundress outfit last summer she started shitposting with videos about the sundress breaking out of the tv and then locking up the other koopas, see: https://www.youtube.com/watch?v=PGcYmJ-hrdA and https://www.youtube.com/watch?v=oXEdl3gnxsY
after that the lore started dying down a bit because she kept getting sick but to my knowledge sundress koopa still manages to keep the other koopas locked up. as far as the one-shot models go:

i think that about covers the overall lore, as it is with the witch model doesn't really have any lore except for fortuna being a hat that gets fucked by pinks and bloopa ended up being a staff and still needs some personality traits because koopa hasn't had the time to do it, i remember her asking for opinions on how bloopa should act like once redeemed
