Another option would be having a glowing, ethereal but otherwise conventional 2D anime girl as the "lure," with the gigantic and terrifying anglerfish in the background. The "lure" rig might change its color/brightness depending on the situation, which could reveal or conceal more of the terrifying angler at a given time.
