I've gotten gifted subs in the middle of the night while my computer was off and I wasn't even following the channel. It's 100% arbitrary and I suspect the amount of time watched heavily influences who gets a sub.
If I had to take a completely random and unfounded but somewhat educated and anecdotal guess it would be
Time watched>Active in chat at the moment the sub bomb happens>Interested in the same tags the vtuber has right now
I got a gift sub to a chuuba I had literally never watched, but someone dropped a big sub bomb (bigger than the viewer count at that moment) and I got hit by a random sub.
