Depends on the lora. If it is fried or there just aren't many source images without the outfit, it will be hard to get different clothes. You can try to lower the strength of the lora and put some tags in the negatives. For this Bijou lora I worked on, I specifically tagged her outfit and trained it on different images so that I could put different clothes on her (though it still tries to give her neckties/ribbons in place of her chest jewel).

If you want accuracy, it's usually best to find a lora specifically for the character. HLL is great because it includes everybody, but that also means it's not always accurate, especially for hair ornaments.
