When you learn they were just writing the entire plot as they went and that C.C. was a last minute addition because they wanted to explain how Lelouch gets his magic powers, it makes perfect sense. It's why R1 was so much better than R2. It was all intrigue and setup for something they didn't know how to explain. They realized they had to get around to explaining the actual Geass shit and it was retarded. The only good girl in the entire show is Cecile.
