Being quiet isn't really a bad thing. If you have friends then that must mean they like you just the way you are. If you wish to work on being more confident and talk more, then talk to those friends that you have more often. The more you speak, the better you get at it, and it's best to practice around the people you trust. Your personality will come out over time the more you talk, so don't force anything. Talking fast could mean you're really into the subject matter, so it's not inherently a bad thing. I would say focus on one thought at a time so your brain can keep up with your thoughts. If it branches off to something else in the conversation with the person you're talking to and they're still keeping up, then it means you're engaging and that's not a bad thing either.

You are definitely still young. I believe Fulgur is in his 30s as well and he's doing fine despite debuting about a month ago. It's good to maybe get familiar with some things younger people are into these days but you don't necessarily have to. There's still people around your age range who are into VTubers and will share interests with you. They will come along with time.
