Something to remember: Tiara is nobility of a foreign nation. Just going off of Burger culture alone, celebrities and Hollywood actors (they're not nobility, but you get where I'm going) essentially have their own caste of brands and designers from which they select their garbs. So a woman born into a particular social rank could be dressed in an uncommon manner, it being a social obligation rather than a personal choice.

The people of Bhutan, particularly government officials and members of the royal family, are required by law to dress in traditional Bhutanese garb (so as to preserve their culture). Even IRL, such places still exist.
