Its not that NijiEN failed, its more that the HoloEN was a massive success.

HoloEN was basically the perfect storm. Cover had both Haachama and Coco to build hype for a potential EN branch, piles upon piles of clips that would be funny even to people who don't understand Japanese humor, and free publicity from the Taiwan incident. On top of that HoloEN debuted as the only company hires in a market that had, up until then, exclusively been Indies. the closest semblance to competition they had was Vshojo, who appeal to their own market niche anyway.
It would have taken a miracle for HoloEN NOT to explode.

Ichikara can still take some of the blame for NijiEN's relative smallness, they put off a serious attempt at a NijiEN for way too long, but most of it is just down to cover making a few incredibly good hires where Nijisanji didn't.
