I think the second # does have something to do with chatters who are signed in. The idea is an embed stream will go toward the normal view count but they will not be logged in to chat. So the second number is supposed to give you an idea of how many people who are signed in with an account in chat. So I imagine apps like chatterino you show up in the chat list but not the view count of the stream.
