Maybe, they could be worked in at the right levels, their main distinguishing factor is just that they make for better blaster-casters generally, and allow you to play Party Face as a caster which is rare. I do think the standard prepped spells make for a better design in terms of team resource management, so I do agree to an extent.

I could see it. I'd say they'd have a set number of casts, then they can continue to cast but have to make con checks that are difficult and ramp up with each additional spell and are harder the higher the spell level. This means they can go beyond their limit but it's potentially debilitating and or even fatal if they gamble too hard, so more like magic users from say, The Witcher or Perils from Warhammer
