Those rules are more like suggestions. Vtubing is an additive business. A company literally lose nothing when a vtuber doesn't stream, assuming they're not paying out a salary and only making money whenever a chuba gets superchats.

Hell, look at Nijisanji - multiple chubas of theirs have gone AWOL for various periods or stream rarely and they won't announce their resignation because frankly they have no reason to. At that point contractual obligations don't really matter anymore.
