To clarify: The babies are used to harvest stem cells for arms and shit for miners who have lost limbs and other such body parts in mining accidents. They're stem cell babies who only have a lifespan of a few months or so.

It was originally supposed to be System Shock 3 but RE4 came out early in development and it was remade to be RE4 in space. Not by the suits, mind you. All of the dev team loved RE4 so much they said fuck System Shock and made RE4 instead.
