Not really. Sure, holo weren't as big of a dominant force as they are now, but they did have several 4view chuubas (modern day first army) and their main channel stuff got current VSPO level numbers.
By the time Luna debuted, Idolbu was dying, AI was drowning in her yab, ENTUM was exposed and most other corpos were in shambles.
Hololive was waaay behind Niji of course, but even at the time they were the biggest competition to niji.
