The thing about lossy media formats is that the filesize isn't directly determined by the content, but the application writing the file and doing the compression. I just opened the image and re-saved it as jpeg, and look, it's the same image at the same resolution with a slightly higher filesize, and actually, slightly worse quality, because it's gone through another layer of compression. Obviously you don't want to just randomly resave images but people are stupid and do that all the time, so that anon in the thread may easily have done something like that in the process of moving it from their phone to their PC, given the filename, or maybe their phone did it as a part of saving it to the camera roll. Either way, it's a good example of why you can't really use filesize to determine the best quality source for something.
